There is huge anxiety about meeting unprecedented domestic fuel costs amidst the current wider inflationary crisis. There is also longer-term uneasiness about how to fund affordably, and deliver efficiently, the decarbonisation of the housing stock as a key part of achieving net zero. Both challenges generate profound concerns.

At the heart of both short and long term issues is the UK housing system, full of perverse and often poor housing outcomes and inherent market and policy failures.

We face a trilemma of housing policy problems:

  • how to invest in decarbonisation in an affordable way
  • how to also invest to extend the life and improve the quality of our housing (including reducing heating bills), and
  • how to do this in a way that does not make the real costs of housing an impossible burden for stretched owner-occupiers, social tenants and landlords.

In this free seminar Ken will discuss these challenges and look at some promising contenders for effective and progressive interventions to address both the short and longer-term problems identified.
