In June 2017, Tony Meggs, CEO of Infrastructure and Projects
Authority [IPA] spoke at APM Benefits Summit on the topic of
Transforming government through transformation projects
.
As the CEO of the Infrastructure and Projects Authority [IPA],
Tony is tasked with overseeing and assuring the success of the
Government Major Project Portfolio [GMPP] which contains approximately
150 projects with whole-life costs of more than £450billion.
Tony stated that “In reviewing the GMPP it was apparent to that
although there are pockets of good practice, there is also room for
general improvement in Benefits Management.”
In this webinar, a key feature in an APM Benefit Management Knowledge
Campaign, we will hear from Laura Geddes-Brock and Hannah Bullingham
about IPA’s new Guide to Effective Benefits Management in
Major Projects, which has been developed in consultation
with APM.
Our presenters will explain how a benefits-led approach to
project delivery, that considers benefits realisation at all stages of
the project lifecycle, improves; decision making, planning and risk
management and delivers value for money to the citizen.
The scope of the guide includes:
- Key activities to be undertaken within the benefits management lifecycle
- Principles and good practice to adopt to ensure benefits are managed and realised
- How benefits management fits the HM Treasury Green Book Business Case process
- A RACI matrix for the key roles involved in benefits management
- A suggested Benefits Management cycle
Although the guidance is primarily aimed at major projects developed using a waterfall lifecycle within Government, listeners will learn of good practice and universal principles that can be applied more widely at programme and portfolio level.
Laura
Geddes-Brock is the Head of Rail Benefits Management within
the Department for Transport, providing expert guidance on developing
standards, capability and portfolio benefits management for rail
projects and programmes.
Laura was formally the Benefits and Savings lead for the
Infrastructure and Projects Authority. The IPA provide expertise in
infrastructure and the financing, delivery and assurance of major
projects. Prior to leaving the IPA Laura developed cross-government
guidelines for Effective Benefits Management in Major Projects. These
guidelines provide key principles and activities for undertaking
benefits management within large and complex projects and are being
launched as part of APM’s November benefits management campaign.
Laura has a demonstrable track record of implementing
frameworks and processes across the public sector in portfolio and
benefits management. She also has significant experience in project
and programme delivery, working on some of the largest projects within
previous roles at Transport for London and the Metropolitan Police
Service.
Hannah Bullingham is the Programme Delivery Manager for the Department for Transport’s Airport Capacity Programme, leading on programme planning, reporting, risk and benefits management. She is a qualified practitioner of APMG International’s Managing Benefits curriculum and previously worked as a Senior Benefits Manager in DfT’s Rail Corporate Centre where she co-authored the Rail Benefits Management and Evaluation Framework and led on its implementation across the rail portfolio. She is also the Chair of the Department’s Benefits Management Special Interest Group.
Hannah has 12 years’ practical project delivery experience, working specifically in infrastructure for the last five years. She has worked with a wide range of clients including government departments, national sector regulators, utilities, local authorities and commercial organisations and is an expert at embedding herself in organisational structures to deliver transformational change and planned project benefits and outcomes.
This webinar is suitable for professionals with an intermediate
level of experience.
