This paper by Onward sets out the opportunities to embrace data and technology into policy and decision making in the wake of the Covid-19 pandemic. The primary aim of the paper is to argue that ministers should use the current moment to engage citizens and businesses about a new model of data regulation, building trust and legitimacy for digital markets and services among users. Policymakers have always faced a balancing act between realising the benefits of new technologies and mitigating the real and perceived risks to users. The stakes have now been heightened as the coronavirus crisis puts a premium on the data economy to tackle the virus.
