This report considers both the harms that technologies of the future can and do bring with deepened inequalities and undermined democracy. It also looks at government’s responsibility to reduce these harms of technologies and protect citizens from their impacts. However, it reminds us that governments also have a responsibility to proactively enable human flourishing.  Doing this by creating the conditions for the best possible upside to technologies, not just managing the downside.
