Spending CIL - Public forum - Planning Advisory Service (PAS)

Has anyone spent any of the community % of CIL in an area without a parish council or neighbourhood plan? Looking for advice on processes - how spending priorities have been agreed with community, how is money released? (via report to planning committee, as with S106?), who in community is it released to? (or did council's in house projects team deliver projects)?
