S106 contributions for historic town centres

I’m posting on behalf of a colleague who is interested to know whether other authorities have been successful in getting S.106 for their historic town centres from new build of any kind, in the town centre or outside it, for more general purposes (e.g. effect of new housing, employment development etc. on provision of typical town centre services such as culture, retail, leisure, art, enhanced quality paving/street furniture etc. because of an increase in population).
If you have been successful, would you be willing to share how this has been built into planning policy please and what evidence base was used to make the case.
