PACER Project for Whole Life Carbon Compliance – Looking for Contributors!

We are conducting pilot testing as part of the PACER (Planning Application Carbon Evaluation and Reduction) project, a collaborative initiative developed with Westminster City Council and funded by Innovate UK. PACER is a software platform created to assist local planning authorities (LPAs) in streamlining the review of whole-life carbon assessments (WLCAs) in planning applications, supporting councils in enforcing carbon policies in planning, adapting to evolving carbon reduction strategies, and ultimately meeting local and national Net Zero targets.

So far, we have engaged with up to 30 LPAs from across the UK who are actively contributing feedback to help refine PACER. We are now inviting additional planning professionals from local authorities to share their insights as we move through this critical pilot phase. Your input can be anything from general feedback to direct testing.

Joining the pilot offers your council a unique opportunity to shape PACER to meet the practical needs of LPAs, ensuring the platform is as effective and user-friendly as possible. This is also a chance to gain early insight into a tool that may soon become instrumental in managing WLCA compliance.

If you are interested in participating or would like to learn more, please reply here or alternatively get in touch at pacer@preoptima.com. We are interested in talking to councils at all points of their 'carbon in planning' journey (even if this journey is yet to begin)!

We look forward to hearing from you.

Best regards,

Alexandra Bantock
