Neighbourhood Forums & Section 106 Wording - Public forum - Planning Advisory Service (PAS)

Hello All

Does anyone know if a Neighbourhood Forum has the right to be consulted by the Local Plannig Authority on the wording of a Section 106 Agreement when it relates to an area of land (as part of a development proposal) within their identified Forum area, before the Section 106 is completed and signed by the applicant?
