Hello everyone, thank you for letting me into the group.

Can anyone advise on an issue relating to a planning application Location Plan redline boundary please?

It's understood that the location plan should include "all land necessary to carry out the proposed development" including "access to the site from a public highway." But, for the purposes of defining the measured extent of the site, to what degree should the location plan inform other reports that accompany a planning application?

The specific issue is that an application is coming forward on a site that abuts a recently constructed but as yet not adopted highway. The redline therefore needs taking some significant distance down the new estate road to the limits of the adopted road. In terms of the location plan this is not an issue, but for other reports such as Biodiversity Net Gain it adds a significant amount of square metreage to the application site, such that it could tip a site otherwise classed as a minor application into major application territory.

Would a planning officer be correct in asking for all reports to reflect this location plan area? Or would it be more reasonable for the "development" area to be different from the "redline" area except on the Location Plan itself?
