Managing delays in Neighbourhood Plan Progression

Hi all,

We are currently facing a difficult situation with an Independent Examiner appointed for a Neighbourhood Plan. The examiner has been delaying the submission of the report (draft), citing personal issues and other commitments. Although a timeline was agreed between us and the examiner.
Unfortunately, the contract does not specify a timeline or deadline for delivery, which limits our ability to hold them to a schedule.

Has anyone encountered a similar issue? What options do we have to encourage progress or apply pressure when timelines were not contractually defined? Any advice or examples of how others have handled this would be greatly appreciated.
