C3 dwelling houses to children homes

How do people record C3 dwelling houses to children homes for housing monitoring purposes in particular on the Government's Housing Flows Reconciliation (HFR) DELTA form? We have a number of permissions for change of use from C3 dwelling houses to children homes. I assume we record C3 losses and how do we record children homes - are they recorded under C2 communal accommodation?

They are C2 use. The HMCLG guidance confirms either Q6 (major) or Q18 (minor): PS1 and PS2: 'district' planning matters return - guidance notes - GOV.UK

I record under communal, alongside C2 Nursing homes in section H - normally will be 1 council tax unit, but then include the number of bedrooms as per the scheme. And also, that type of scheme needs to be counted as a loss of a dwelling under the changes of use section as well (D4 dwellings to non-dwellings).
