Briefing note for Planning Committee members on new NPPF

Just wondering if anyone has prepared a briefing note on the new NPPF for Planning Committees and are willing to share this.  I know I am just being lazy but off on holiday in the next couple of days and struggling for time to do this!

Can't help you sorry but I'll personally send a bar of chocolate to anyone that remembers to remind their members (and officers) that NOTHING in the newest NPPF touches the legal primacy of the development plan - it is still only a mat con - see paras 19 to 21 at Suffolk Coastal District Council (Appellant) v Hopkins Homes Ltd and anr (Respondents) and Richborough Estates Partnership LLP and anr (Respondents) v Cheshire East Borough Council (Appellant)

The only relevant change to primary legislation in the time since is the creation of powers for Sec State to issue National DM Policies - which is something they have expressly declined to do with the new NPPF - so this simply underlines that no matter the strength of the language in the new NPPF it is still only a mat con

"It cannot, and does not purport to, displace the primacy given by the statute and policy to the statutory development plan. It must be exercised consistently with, and not so as to displace or distort, the statutory scheme."
