Can anyone confirm whether the percentage of CIL income that has to be passed to Parish Council is gross or following the deduction of our 5% admin allowance, can't seem to find this info in the regs.
Having looked at how a couple of other authorities deal with this issue, the way I will be allocating the CIL receipts is to allocate to one of three accounts (i.e. the Neighbourhood Allocation that will go to our Parish will be 15% of the total receipt):
Community Infrastructure Levy (Main fund) | 80% | |||
Community Infrastructure Levy (Admin fund) | 5% | |||
Community Infrastructure Levy (Neighbourhood Allocation) | 15% |

The regs talk about 15% of the 'relevant CIL reciept'. I read this to mean 'relevant' in geographical terms (i.e derived from development within the Parish). Reciept to me means money coming in before any deductions.
I do not see anything in this which suggests that the admin deduction - which is not mandatory in any event - should be deducted before the Parish contribution is calculated.
