Given that the code for sustainable homes is gone and zero carbon is seriously shaky... has anyone tried to include locally derived standards?

If so what evidence have you used to justify them?

The situation seems to change daily. The recent budget has got rid of the allowable solutions part of the zero carbon homes, so there are questions about whethter it will come forward.

No easy solutions!
