Previously developed land - residential garden

Previously developed land does not include residential gardens as defined in the National Planning Policy Framework.  I am revisiting the work we record dwelling plots on residential gardens.  Do you count garages and outbuildings on residential gardens as non-previously developed land? 

Examples:-

(1) build a new dwelling on residential garden = this is not on PDL as reflected in the NPPF definition and thus its a garden land (and greenfield) plot.

(2) demolish a garage / outbuilding on residential garden for a new dwelling = is this PDL or do we treat the same as (1)?  In the past we have been treating them as non-PDL.

(3) convert a garage / outbuilding on residential garden to a new dwelling = do we treat this the same as (2)?
