Presumption in Favour of Sustainable Development Policy (Post NPPF 2018) - Public forum - Planning Advisory Service (PAS)

Following the revision of the NPPF in July  2018 are other LPA's still including a specific "Presumption in Favour of Sustainable Development Policy" within their new/revised Local Plans? Recent research has seen a split in LPA's including the once standard wording which came about in 2012. 

The policy raises a major issues where there are already potential key conflicts with polices (highways/environmental etc), and the proposal is found to be in accordance with the development due to out of date policies/no five year housing land supply.

How are other areas looking to deal with this?
