Self Build Register and monitoring developments - Public forum - Planning Advisory Service (PAS)

I appreciate that Councils are obliged to keep registers of those interested in self build plots and have regard to this category but I am wondering whether and how they monitor implementation of developments.  Does anyone forensically examine whether the initial owner of the home will have primary input into its final design and layout?
