Energy storage in the green belt - Public forum - Planning Advisory Service (PAS)

Does anyone know where I can find out the quantum of energy storage that is needed to serve a local area (in this case Leeds)? We have seen a lot of applications for this land use and some are in the green belt arguing that the need for the facility is very special circumstances. We have no info as to what is the local need for energy storage and any advice as to where to find this or who to talk to is very much appreciated.
