Accounting for housing shortfalls in Plan Review

We are preparing a new joint Strategic Plan which will review and replace strategic policies in our existing Joint Core Strategy (2011-2029). In terms of the housing requirement we are rebasing the figures to 2019 and extending the plan period to 2041. We areĀ using the standard methodology for calculating Local Housing Needs as a starting point. As at 31.3.19 there is a delivery shortfall of circa 3000 dwellings against the trajectory in our adopted Plan. My query is whether this shortfall needs to be added to the requirement in the new Plan? My understanding is that when the standard methodology LHN is being used for calculating 5 year housing land supply then there is no need to take account of previous shortfalls. This is because the methodology already adjusts for this through the affordability ratio. Does the same principle apply for plan making?
