S106 and village halls

Local Authorities vary in their approach to the use of S106 in the provision of funds for the improvement of village halls.  Most take an enlightened approach, but some seem to be taking the line that S106 cannot be used in this way.

Provided that it's directly related to the development, and fairly and reasonably related in scale and kind to the development, is there any reason why S106 should not be used to provide funds towards the replacement of a village hall when the old one is already at capacity and new developments are proposed which would take it beyond capacity?

This seems entirely sensible, provided also of course that the obligation is necessary to make a development acceptable in planning terms; and does not fall foul of pooling restrictions.
