Decision statement for a neighbourhood plan and covid 19 - Public forum - Planning Advisory Service (PAS)

I am in the position where I have an Examiner's report recommending that the NP moves forward to referendum. I can't find anything in the Covid 19 regulations/ amended PPG about whether I can progress to getting a decision statement or not. Obviously the referendum itself will be postponed but my reason for wanting the decision statement is to add weight to the status of the NP for DM purposes. Any advice?
