CIL Regulations and Pooling

The Community Infrastructure Levy (CIL) 2010 Regulations (as amended) now constrain the use and pooling of commuted sums.
1. Does your authority still receive commuted sums for open space and recreation on all developments? If not what are the exceptions?
2. How does your authority manage the allocation of sums in light of the pooling requirements? How specific is your authority in its
request for commuted sums for open space and recreation, for example do you specify location and equipment type that the
Section 106 Commuted Sum for play provision contribution will fund?
3. The priorities for investment can change over time. Therefore what measures does your authority have in place to renegotiate the
allocation of the commuted sum for open space and recreation contribution if it is no longer required for the purposes it was
originally specified for? Who in your authority undertakes those negotiations on behalf of the Council?
