CIL - Spend and Loan Repayment - Public forum - Planning Advisory Service (PAS)

I've come across disparate advice/positions regarding use of CIL for loan repayment and Regulation 60.

CIL Regs (Regulation 60) appear to indicate, given lack of Secretary of State direction that  Local Authorities cannot currently use CIL for spend reimbursement or loan repayment, 

but I came across this on an  LA Website:

"CIL revenues may be used to meet the borrowing costs of financing infrastructure the delivery of which is brought forward in support of growth."

Is this correct?
