With regard to Schedule 2, Part 6, Class A paragraph A.2(2)(vi)(bb) - is there a definition of 'carried out' in relation to .......'the development must be carried out....within a period of 5 years......'?  i.e. does this mean 'completed' or 'commenced'?  Be grateful for any views.....
