Local Plan and moving Green Belt Boundary - Public forum - Planning Advisory Service (PAS)

I'm looking for examples of how to demonstrate that a District Council has made sufficient effort in identifying Brown Field sites ahead of proposig some quite significant changes to the Green Belt boundary - any guidance or case law would be must appreciated, thank you.
