Definition of a new dwelling for housing supply figures - Public forum - Planning Advisory Service (PAS)

How complete does a new dwelling have to be for it to be considered complete for housing figures?   

Is a new house a complete if has doors, windows and roof and no scaffolding ? 

or should it be counted as complete if its ready to be moved in so utilities, kitchen, bathroom etc...  all done?
