Neighbourhood Area Status Application - Consultation Requirements - Public forum - Planning Advisory Service (PAS)

I am looking for advice on how best to undertake consultation on neighbourhood area applications. Specifically can anyone give me some ideas how they consulted and who should be notified - is it just people/businesses in the proposed area and statutory consultees, or should we be looking to contact everyone on our LDF database.
