Just to add, this does not confirm that particular authorities will be designated, as there will now be a two week period during which authorities that fall below the threshold will have a final opportunity to make any corrections to the data or set out whether they think any exceptional circumstances apply, and which in their view would mean that a designation is not justified.  DCLG will be writing to chief execs today to set out the process.
