SHLAA - Residual Housing Target - Public forum - Planning Advisory Service (PAS)

Apologies if this is addressed by another forum. There seems to be a number of SHLAA related discussion forums. Some recent appeal decisions suggest housing shortfall should be made back over 5 years and not spread over the plan period. Do other local authorities calculate their residual housing figure over 5 years or the plan period?
