Joint Local Plan - Different HMAs

If you are undertaking a joint Local Plan for two authorities in different Housing Market Areas (HMAs) should you have seperate housing targets for each district as opposed to a single target?

Does any body know of any examples where this has been discussed at recent examinations?

I think it makes sense if you have separate targets and if you are anticipating meeting one District's needs in another as part of DOC, this should be explicit. Whilst not directly comparable, my (sparse rural)  District contains six Housing Market Areas most of which are partly in National Parks and the only logical approach was to set sub-district targets.
