Planning Gain (Section 106 Agreement) - Public forum - Planning Advisory Service (PAS)

Has anyone been able to calculate cashable or non-cashable efficiency savings from planning gain as result of Section 106 agreements? Specifically, I am in the process of exploring whether it is possible to measure efficiency gains/improvements in the monitoring and utilising of agreed obligations. I would be interested to hear from anyone on this or on other areas of planning gain that efficiency savings can be realised.
