Has anyone undertaken or comissioned work on the legality of delegating planning powers to Parish and Town Councils?

Try Taunton Deane as written-up in 'Planning for Parish Councils' (LGiU). They apparently did it under the 'well-being' provisions of the Local Govt Act 2000.
