Area Based Development Control/Management Teams versus Subject Teama - Public forum - Planning Advisory Service (PAS)

My authority has a traditional approach to Development Control based on teams with a geographical patch. We are looking at moving to subject based teams, ie a Majors Team and a Minors & Others Team. Has anyone done any research on the pros and cons of either options ?
