Client obtained planning permission for a new bridge access on to part of their garden which had an area of hardstanding and garage, both considered lawful and CLD's granted before Greg Clark's changes in June 2010. Hardstanding was actually laid before GPDO 2008 released and bridge constructed late 2010. Would this pass the Brownfield test under NPPF as it is not likely to blend back in to the landscape and would the original CLD still be valid as GPDO 2008 did not change anything?
