Is an SPD a 'Local Plan'

My interpretation of Reg 5 of the 2012 Regs is that an SPD is an LDD and therefore (by virtue of Reg 6) part of the 'local plan'. But then reg 8 and more always state in their title 'local plans and spds', which implies spds are not local plans. Does anyone have a confirmed view as to whether an SPD forms part of the Local Plan? thanks

No regulation 5 is the legal definition of what cannont be an SPD and must be a DPD because for example it allocates land
