We have a situation in our authority area whereby a civil parish that is governed at the local level via a parish meeting (rather than a parish council) wishes to develop a Neighbourhood Plan. This is the first time we have come across this scenario and I wondered whether a parish meeting constitutes a relevant body, or whether a neighbourhood forum needs to be established in this instance? On reading the legislation I'm guessing the latter, but I’d be grateful if anyone has any experience of this issue or is able to provide any advice.
