Consensus on Use Class - Public forum - Planning Advisory Service (PAS)

I do not have access to the land use gazetteer and I know this is only an interpretation of the UCO but I am struggling to define the use class for a small scale shoe maker with small ancillary shoe sales.  Would it be a B1 use?  Any views?
