Neighbourhood Plan decision notices - Public forum - Planning Advisory Service (PAS)

Is anyone able to confirm the neighbourhood plan preparation stages at which councils must produce decision statements?

My interpretation of the 2012 regs is that two decision statements should be produced, but I am not convinced I have interpreted this correctly: 

1) Reg 18 - after the examiner has published his/her report, setting out whether the plan can proceed to referendum

2) Reg 19 - when the plan is adopted by the council
