EIA and freestanding battery storage projects - Public forum - Planning Advisory Service (PAS)

It seems to me that a freestanding battery storage proposal does not fall into any of the development types which require screening for EIA

(Not this exact scheme - but this sort of project for example - Wolverhampton Appeal)

Thoughts?
