How do you get the balance right between the professionals, the managers and the politicians. It's an often claimed truism that it is a matter of indifference to the public who empties their bins,  as long as the service is good. Members may be ideologically enthusiastic about outsourcing or committed to retaining/returning services in-house but it is the duty of officers to ensure any radical change is supported by a strong business case.    I was a senior manager...   It's generally assumed that if you appoint the right person success will follow. This assumption arises out of the tendency to look at successful organisations and attribute success to leadership. New report out by Open University on relationship between politicians and senior public sector managers makes comparison with ice dancing duo, a delicate mutually dependant partnership and goes by the title Dancing on Ice. But reality is a lot messier than the theory. In some local authorities it might be more accurate to make the comparison with Strictly Come Dancing. See article in... Gweld mwy
