Can anyone tell me if there is an accepted definition as to what constitutes 'domestic premises' for the purposes of Class A? I have an enquiry to install solar thermal equipment on a flat roof of a house which is used as a residence of school children who board during the week at this house. I would suggest the house is a C2 residential institution, it is not commercial as the school children attend a local LEA school (i.e. not a private school) and it is not industrial. Class J is for non-domestic premises'.
In determining which PD rights apply I would like some guidance as to whether this is domestic or non-domestic?
