DEFINITION: B1(b) Research and Development of products or processes - Public forum - Planning Advisory Service (PAS)

Has anyone had any experience defining what constitutes the use class B1(b) Research and Development of products or processes?

Can find definitions of research and development for tax purposes but not one in planning terms.
