S106 commuted sums - Public forum - Planning Advisory Service (PAS)

Can anyone provide the authority which supports a national park demanding a commuted sum for affordable housing be paid to the Authority when it isn't a housing authority? Well that's what mine always claims in defence of an acute lack of affordable housing.
