Bin storage for large developments - Public forum - Planning Advisory Service (PAS)

Our Planning Service is coming under pressure from our Waste Collection people to allow bin storage at the front of large developments, such as flat blocks, in order for that service to introduce cost and efficiency savings. To date I have resisted but now I feel that financial pressures will out unless I can provide evidence of the detriment to the street scene and local environment of allowing direct access to facilities from the highway. Does anyone have any evidence of harm that they can share or point to specific examples please?
