Area Action Plans - Can they be mini-core strategies?

Recently it was suggested to me that the level of direction that an Area Action Plan needed from its parent Core Strategy was less than was needed for a detailed land allocations DPD. I was told that this was because an AAP could provide "a secondary level of strategic guidance" as well as allocating sites. As far as I knew the Core Strategy could not delegate the job of providing strategic guidance to any other DPD. I would be very grateful if anyone could point out to me where in national policy, or anywhere else that is relevant, it is made plain that if you want to produce AAPs your Core Strategy can be less specific in its guidance than if you want to produce a land or site allocation DPD.
