Allocating strategic sites in Core Strategy but the planning application ha

We are progressing towards publication of our Core Strategy, and are likely to be including a number of strategic sites within this. Unfortunately we now have planning applications in on 2 of the promoted strategic sites. My policy view is that I want to object to the applications on the grounds that they should be considered through the Core Strategy - in order to assess all the in-combination implications of the developments, the infrastructure requirements etc plus so that we can be more pro-active in getting the best development on site, given the strategic significance of these sites. We have an existing 5-year housing land supply. Is this a valid approach - and has anyone else had experience of this situation?
