housing policy linking delivery on Greenfield and Brownfield land

Hello, Has anyone got an example of a policy (preferably that is in a sound plan) which links delivery of housing in a strategic urban fringe location to the delivery (or regeneration) of housing in more sequentially preferable urban strategic locations? I am looking for a way to allow new housing to come forward at urban fringe location(s) in order to sustain required levels of housing delivery, but in a way that supports, rather than detracts from the delivery of housing in more complex and costly to deliver urban PDL locations. An approach that links greenfield delivery only to milestones in delivery in urban PDL strategic locations could, if housing markets do not recover fully, result in very little or no housing coming forward at all. Could contributions be sought through planning obligations and what could be the problems with this ? Any thoughts on this would be welcome. Valerie Adams, Darlington Borough Council
