planning policy statement 3 (greenfield land) - Public forum - Planning Advisory Service (PAS)

Can anyone advise me of any relaxation of development on so called greenfield land, i own a small parcel of land that has been previously used for a riding school, it has a permanent structure on it (stables) and it is within the named settlement area of the town. REASON FOR REFUSAL The proposal is contrary to Planning Policy Guidance 3 Housing as it is a greenfield site and the area is currently over allocated for housing
