Discharge Condition - Public forum - Planning Advisory Service (PAS)

An application was granted on appeal with conditions. One was that "Development shall not begin until drainage works have been carried out in accordance with details to be submitted and approved in writing by the local authority." After the details were submitted the condition was formally discharged before (and without) the drainage works being carried out. How can this be put right? Any advice?
