Flood Risk Sequential Test

I am interested in anyone's views on interpretation and application of the ST for Flood Risk sites. We have a situation where we refused permission for a small (14 apartment) housing scheme on the border of Flood Zone 2/3, because of failure to demonstrate ST had been passed. The applicant has resubmitted with a ST which we are considering, but is claiming that certain available sites are too big. He has also used a very narrow search criteria (14-15 units). Does anyone agree that, as long as the site can accommodate the development, the size is not so important?

Surely the precautionary approach would suggest that the development should be broken down into lesser projects? Doutbless that number of units could be accommodated elsewhere if disaggregated. You also need to consider the extent of the search area for your ST which may well need to have considered the prospect of putting the development in other parts of the District.
